Data Sources

The SJAC reviewed data from a number of sources. In its early start-up phase, until the SJAC has the capacity to rigorously report on human rights abuses from its own sources, the SJAC has chosen to feature data from four sources on its website, the Center for Documentation of Violations in Syria (VDC), the Syrian Network for Human Rights (SNHR), Human Rights Watch (HRW), and UNHCR. The data have been taken directly from the sources and have not been independently verified by the SJAC. Metadata information is available on VDC’s website.

The SJAC chose to feature data from VDC, SNHR, HRW, and UNHCR’s websites and resources at this time for several important reasons:

• The SJAC regards these sources as credible based on their data collection and verification methodology that includes a three-phase process (data collection from activists on the ground, back-up documentation collection, and periodic auditing of information to check for accuracy).
• The SJAC seeks to present all violations of humanitarian law and human rights in Syria, regardless of the perpetrator. The SJAC understands that the data reported in the above mentioned sources includes a comprehensive range of abuses committed throughout Syria.
• Combined, the data reported by these sources represents categories that are important to the SJAC and the Syrian people at large. Data on the categories of torture and detention, indiscriminate attacks and massacres is collected from the VDC to highlight the distinctions between death by torture and detention (torture and detention), random killings (indiscriminate attacks) and purposeful killings (massacres). Data on the refugee crisis is from the UN Refugee Agency, UNHCR. The SJAC would like to visualize the extensive property destruction that has resulted from the conflict but quantitative data is not currently available. To capture a snapshot of the damage, the SJAC chose to visualize data on property damage in one region, Idlib, available through Human Rights Watch’s report “They Burned My Heart”: War Crimes in Northern Idlib during Peace Plan Negotiations. The data from all categories can be visualized on the SJAC’s map and graphs.

The SJAC will continue to research data sources and incorporate them as it expands its function as a data and reports clearinghouse. As the SJAC develops and increases its capacity, it will engage in a process of rigorous data analysis conducted by the SJAC staff along with independent experts in the field. The SJAC will also increase its data collection to regularly post credible, up-to-date data from multiple sources, including its own.

صفحة مصادر البيانات قام المركز السوري للعدالة والمساءلة بمراجعة بيانات عدد من المصادر. في مرحلة انطلاقه الأولى، وحتى يمتلك القدرة على تقديم تقارير دقيقة عن انتهاكات حقوق الإنسان من مصادره الخاصة، فضل المركز إستخدام البيانات من مصدر واحد، مركز توثيق الإنتهاكات في سوريا. وتم نقل البيانات من المصدر مباشرة ولم يتم التحقق منها من قبل المركز السوري للعدالة والمساءلة بشكل مستقل. هذا وتتاح المعلومات عن البيانات على موقع مركز توثيق الانتهاكات في سوريا. ي

يفضل المركز السوري للعدالة والمساءلة إستخدام البيانات من موقع مركز توثيق الإنتهاكات في سوريا في الوقت الحالي لعدة أسباب:

• - يعتبر المركز هذا المصدر موثوقاً بناءً على المنهجية التي يتبعها في جمع البيانات والتحقق منها والتي تشتمل على عملية مكونة من ثلاث مراحل (جمع البيانات من النشطاء في الميدان، والجمع الاحتياطي للوثائق، والتدقيق الدوري للمعلومات للتحقق من دقتها).
• - يسعى االمركز السوري للعدالة والمساءلة إلى تقديم كافة انتهاكات القانون الإنساني وحقوق الإنسان في سوريا، بغض النظر عن مرتكبيها. ويدرك المركز أن البيانات المذكورة في هذا المصدر تشتمل على مجموعة شاملة من الانتهاكات المرتكبة في جميع أنحاء سوريا.
• - بالإضافة إلى ذلك، تمثل البيانات التي يذكرها هذا المصدر الفئات التي يهتم بها المركز والشعب السوري بشكل عام. تم جمع البيانات الخاصة بفئات التعذيب والاعتقال والهجمات العشوائية والمجازر من قبل مركز توثيق الإنتهاكات في سوريا لإبراز الفرق بين الموت تحت التعذيب وخلال الإعتقال (التعذيب والاعتقال) وعمليات القتل العشوائية (الهجمات العشوائية) وعمليات القتل المتعمدة (المجازر).

سيستمر المركز في البحث عن مصادر البيانات ودمجها بالإضافة إلى توسيع دوره كغرفة مقاصة للبيانات والتقارير. وحين يقوم المركز بتطوير وزيادة قدرته، سيشترك فريق عمل المركز في عملية التحليل الدقيق للبيانات إلى جانب الخبراء المستقلين في هذا المجال. كما سيزيد المركز من جمعه للبيانات ليصبح قادراً على أن يقدم بانتظام بيانات موثوقة وحديثة من عدة مصادر، بما في ذلك مصادره الخاصة.

Reporting Human Rights Violations in Syria

As part of its efforts to collate, process, analyse, and securely store information, evidence, documentation and other materials relating to human rights violations in Syria, the SJAC analyses and reports will incorporate data from leading international and Syrian organizations describing abuses taking place in Syria. With assistance from independent technical experts, the SJAC will carefully vet data and train SJAC partners to ensure that they meet protocols in line with international human rights standards, appropriate safeguards and recognized best practices. The SJAC will produce regular reports, drawing from multiple, credible sources, and make these available to the public on our website.

تقارير انتهاكات حقوق الإنسان في سوريا

فحص ومعالجة وتحليل وتخزين المعلومات والأدلة والوئاثق وغيرها من المواد المتعلقة بانتهاكات حقوق الإنسان، ستعتمد تحليلات وتقارير المركز على دمج البيانات من المنظمات الدولية والسورية الرائدة التي تصف الانتهاكات التي تحدث في سوريا. وبمساعدة الخبراء الفنيين المستقلين، سيقوم المركز بتدقيق البيانات وتدريب شركاء المركز لضمان أنهم يفون بالبروتوكولات التي تتفق مع معايير حقوق الإنسان الدولية والإجراءات الوقائية المناسبة وأفضل الممارسات المتعارف عليها. كما سيقوم المركز بإنتاج تقارير منتظمة مستفيداً من مصادر متعددة وموثوقة وجعل هذه التقارير متاحة للعامة على موقعنا.
